Budget Information and Items Under Consideration by Shikellamy School District

posted May 1, 2020, 2:37 PM by Bethanne Zeigler

Budget Information

  • Budget deficit for 20-21 is $2.5 million at best

  • The state has said they will be flat funding school districts or worse for 20-21 (this is a minimum loss of approximately $300,000 dollars from Governor Wolf’s proposed budget)

  • The COVID-19 situation will have a negative impact on Earned Income Tax collections and could result in an additional $500,000 to $1 million dollar loss in 20-21

  • There is proposed legislation to freeze property tax increases for the 20-21 school year

  • Even if property taxes are not frozen for 20-21, the district would only be permitted to raise taxes as prescribed in Act 1.  (Act 1 does not allow districts to raise taxes above the index, and the current index is equal to 3.39 mils.)  This would account for $576,300

  • A mil is valued at $170,000 in Shikellamy

  • Even if the district chose to use the fund balance, we could only sustain operation for two to three years.

  • When a district runs a deficit, that deficit is taken out of the fund balance

  • The district could only balance the budget for 2 to 3 years using the fund balance

  • The district ran an approximate loss of -$951,000 in 17-18 and -$1.2 million in 18-19

  • Staffing reductions are being considered to reduce the deficit for 20-21

  • Even with proposed staff reductions, class sizes will not be any larger than some elementary classes during the 19-20 school year

Elementary Restructuring Considerations

  • Restructuring of the elementary buildings has been discussed for many years at Shikellamy

  • There will be no building changes for the 20-21 school year

  • Building changes are being proposed for the 21-22 school year

  • With a restructuring in 21-22, class sizes will not be any larger than some elementary classes during the 19-20 school year

Resources for Free/Low-Cost Internet during COVID-19 Pandemic

posted Apr 1, 2020, 10:33 AM by Matthew Roslevich   [ updated Apr 7, 2020, 7:08 AM ]

There are many internet service providers that are now offering free hi-speed internet service during this COVID-19 Pandemic.  Below you will find a link that will explain a handful of options for families without internet service or those with inadequate internet service.  These providers are offering free service for 60 days.  When phoning a provider to discuss your needs, be sure to ask them as many questions as possible and be sure to confirm what happens to your service after the 60 days.

Cellular companies may offer tethering incentives (such as either lower cost, or more amounts of data to use for tethering) for cellular plans during the pandemic that allow families to turn their smartphones into mobile hotspots.

Also, free WiFi is available at several businesses, such as Degenstein Library, Dunkin Donuts, Burger King, and Weis Markets. Please practice CDC's social distancing guidelines if utilizing free WiFi at any business. Depending on the business, you can sit in your car while connected to their wireless. Degenstein Library has said that anyone can park in their parking lot and use the WiFi even while they're closed.

Shikellamy Continuity of Education

posted Mar 27, 2020, 11:42 PM by Bethanne Zeigler   [ updated Apr 1, 2020, 5:39 AM ]

Yesterday Governor Wolf announced that school districts are closed indefinitely.  Shikellamy remains optimistic that we will be about to return to school at some point this school year.  We are asking parents to assist us with keeping students academically engaged throughout the closure.  During the school closure, the District has implemented an instructional plan in phases:

Phase 1: A 2 week instructional plan on March 12.

Phase 2: A list of resources are available on our website.

Phase 3: Teachers in grades 6-12 have begun and will continue to place work online. For families in these grade levels that do not have internet, please contact your building principal and leave a message. For grades K-5, the District will post links on our website with the instructional plan. The District will communicate instructions for pick-up for instructional packets the week of April 13.
