Shikellamy School District Comprehensive Plan
The Shikellamy School District is committed to continuous improvement and to providing an educational environment that challenges and supports every student. Comprehensive planning provides the district with an opportunity to examine current strengths and challenges, establish priorities, set measurable goals, and develop action steps that guide our work over multiple years.
The district’s current Comprehensive Plan covers the 2026–2029 school years and serves as a roadmap for continued improvement across the Shikellamy School District. The plan was developed through a comprehensive review of student achievement data, district and school needs, instructional practices, student supports, resources, and other factors that impact student success.
Our planning process also recognizes the importance of collaboration. The district values the involvement of administrators, teachers, staff, families, students, community members, and other stakeholders in identifying priorities and supporting continuous improvement.
2026–2029 Comprehensive Plan
The current Comprehensive Plan focuses on three primary areas of district improvement:
Closing the Gap
The district will strengthen instruction, assessment, and intervention practices in English Language Arts and Mathematics with the goal of increasing academic growth for students performing below grade level.
By June 2029, the district's goal is for at least 75% of students performing below grade level in assessed ELA and Mathematics grades to demonstrate measurable academic growth toward grade-level proficiency, with each student subgroup demonstrating overall positive growth trends.
Unified Instructional Framework
The district will establish and monitor a unified Tier 1 instructional framework to promote consistency in curriculum implementation, assessment practices, and instructional expectations across schools and grade levels.
By June 2029, the goal is for 100% of schools to implement the district’s unified Tier 1 instructional framework, with at least 90% of classrooms meeting established implementation fidelity criteria as measured through classroom observations and walkthroughs.
High School Vision 2029
The district will conduct a comprehensive feasibility study examining potential renovation, remodeling, and/or expansion options for the current high school facility. The study will consider projected enrollment, instructional programming needs, safety standards, and long-term fiscal sustainability.
By June 2029, the district intends to complete the feasibility study, present its findings to the Board of Education, and formally identify a preferred option for the future of the high school facility.
From Planning to Action
A comprehensive plan is more than a document. It provides a framework for turning identified needs into meaningful action.
The 2026–2029 plan includes specific action steps, timelines, responsible personnel, resources, and methods for monitoring progress. Implementation will be reviewed throughout the plan cycle, allowing the district to evaluate progress, use data to inform decisions, and make adjustments when necessary.
The district will continue to communicate progress and engage stakeholders as work connected to the Comprehensive Plan moves forward.

Continuous Improvement
Comprehensive planning is an ongoing process. The Shikellamy School District will continue to monitor student achievement, instructional practices, student supports, resources, and other measures of district effectiveness throughout the 2026–2029 planning cycle.
Our goal is to ensure that the work identified in the Comprehensive Plan remains focused on what matters most: providing every Shikellamy student with the opportunity to learn, grow, and succeed.
